"Konami has also made the decision to cancel plans to release the physical version of eFootball PES 2020 with the cover of UEFA EURO 20," they confirm. However, the Japanese assure that anyone who has the video game can get this content at no additional cost. That means the DLC has not been canceled and will be released sometime.
