Both titles were in development at Capcom independently during practically the entire process, confirms their producer, Peter Fabiano.

Resident Evil 3 was already developing independently long before the release of Resident Evil 2. Peter Fabiano, producer of both projects at Capcom, explained in a meeting with Siliconera that the return to Raccoon City of the third numbered episode of the saga it was in development for about three years; that is, since 2017.
