According to the video game itself, Jill Valentine is focused on dealing damage, and combat. These are his abilities:
Frenzy Skill
The Frenzy skill is a definitive skill; each Survivor has their own two. Jill Valentine can choose between the following two:

Armory S.T.A.R.S. – Samurai Edge: Jill replaces her weapon with the Samurai Edge pistol. This powerful weapon is incredibly accurate, deals massive damage, and is capable of taking down anything.

Armory S.T.A.R.S. – Rocket launcher (unlocks at level 23): Jill replaces her weapon with a 4-rocket launcher whose explosion covers a large area.
Personal ability
Jill's personal ability focuses, as in Resident Evil 3, on evasion and dodging attacks from enemies. You can choose between the following two:

Evasion – Quick Reload: shortens the cooldown of the skill.

Evasion – Alpha Team (Unlocks at Level 11): Briefly increases damage and the chance for critical attacks when activated.
Passive ability 1
Jill has four different passive abilities, although she can only choose one of each pair. Passive abilities, as the name implies, provide latent benefits to the character.

Specialist – Counter Attack: Allows you to counterattack grips from the front when the Armory S.T.A.R.S. It is fully charged, in exchange for increasing its recharge time.

Specialist – Anti-Surveillance (Unlocks at Level 5): Increases damage to traps and chambers when the S.T.A.R.S. is fully charged.
Passive ability 2
This is Jill's second passive skill set:

Delta Force – Accuracy: Concentrates the reticle when aiming even if Jill is moving.

Delta Force Sniper (unlocks at level 17): Increases damage when the reticle is fully centered.

As the official Resident Evil account posted on Twitter, the following roadmap is planned for Resident Evil Resistance:
- April 2020: Jill Valentine as Survivor
- May 2020: Nicholai Ginovaef as Brain
- June 2020 onwards: more updates
For now, Capcom seems to want to keep Resident Evil Resistance, the multiplayer component of Resident Evil 3 Remake, alive as much as possible. It remains to be seen if they manage to maintain a stable player base over time.
